… Russia is “failing the test miserably” as to whether it is serious about negotiations.
Could be. Our State Department would surely has a lot of experience with failed negotiations.
But, then, maybe the Russians don’t want the negotiations to succeed. Never wanted them to succeed. Maybe what they’ve wanted, all along, is … Ukraine.
By that measure, the situation isn’t “dire” at all.
