Cignet Health of Prince George’s County has been fined $4.3 million for alleged violations of the Health Insurance Portability and Accountability Act of 1996.

The Department of Health and Human Services Office of Civil Rights accused Cignet of violating 41 patients’ rights in 2008 and 2009 by not providing them access to their medical records in a reasonable amount of time.

HIPAA privacy rules require health insurers to make medical records available to patients who request them within 60 days.

HHS said Cignet also failed to cooperate with its investigations.

The Cignet case marked the first civil money penalty by HHS for HIPAA privacy rule violations, the agency said.
