New Dulles development in the works

Target, Austin Grille and DSW are among the chains planned for a new retail complex under construction in Dulles as part of a mixed-use development project that adjoins a hotel and will include two golf courses.

Lerner Enterprises, a Bethesda-based developer involved in many area projects, is building the complex, known as Dulles 28 Centre. It will be located at the intersection of Route 28 and Waxpool Road, where a Wegmans grocery store now stands.

Until Wegmans’ arrival, the area was a dead zone for economic development, housing an abandoned Wal-Mart and former Best Buy, said Robyn Bailey, manager of business infrastructure for the Loudoun County Department of Economic Development.

“The time has really come for the Route 28 area,” Bailey said. “The business corridor is more attractive than it used to be, and I think it’s great that Lerner has seen it as a spot for development.”

One of the signature attributes of the complex is the Presidential Golf Club, which will feature two 18-hole courses and is now under construction, Art Fuccillo, Lerner’s executive vice president for development, said Wednesday. The center is connected with a Residence Inn that opened last April, as well as the Dulles 28 Centre Auto World, which will expand later this year.

Target, which will open this spring, will be the first store to arrive, Fuccillo said. Petco and Eastern Mountain Sports have also leased space in the facility.

The shopping center, which will open this Thanksgiving, will also host 150,000 square feet of smaller retail shops.

Two banks, Chevy Chase and PNC, will open branches in the center. There will be two chain hairdressers, Bubbles Salon and the Hair Cuttery, as well as an Avalon Lifestyle nail salon, a Verizon Wireless store and a My Eye Doctor optometrist.

“We tried to get a variety, a mix that would appeal to everybody,” Fuccillo said.

Dulles 28 Centre will also house several dining options.

Not Your Average Joe’s Restaurant, a Massachusetts chain, will open a branch.

Lerner also has commitments from California Tortilla, CheeBurger CheeBurger, Cold Stone Creamery, Pei Wei Asian Diner, La Madeleine and Moby Dick House of Kabob, Fuccillo said.
