PASCAGOULA, Miss. (AP) — Tom Kovar saw the Chevron Pascagoula Refinery through a $1.4 billion expansion.

The base oil plant was first talked about in 2009, but Kovar announced its official beginning in 2011. And it is set to start up this spring.
