Pamela Beneke, 43, is charged with four counts of animal cruelty.

Officers took the animals to a veterinarian for medical care, police said.

Investigators needed to wear protective suits and use respirators because of the large amount of waste, officials said.

Fairfax County building inspectors condemned the home.
