A Florida man arrested in Bethesda last year for planning a fireworks protest on the National Mall has pleaded guilty. Court records show that 28-year-old Glenn Neff pleaded guilty in Montgomery County Circuit Court to possessing a destructive device. Neff was arrested in August after police found his Jeep Cherokee parked in an isolated area of Cabin John Regional Park after hours.
Authorities said they found fireworks in the Jeep, which was fitted with a turret and tubes from which he planned to fire the devices. Neff told investigators that he did not want to hurt anyone, but planned to ignite the fireworks on the Mall to draw attention to himself and problems in the banking industry.
