Anne Arundel County Police are investigating the death of a 41-year-old Odenton man who died after police restrained him and placed a hood over his head.
About 8 p.m. Saturday, a sergeant on patrol came across a man who was parked on the Piney Orchard Parkway with the hazard lights flashing, police said.

The man told the sergeant that he said he wanted her to shoot him and began walking around in circles making irrational statements.
The man, identified as Patrick Raphael Toney, was handcuffed and taken into custody for an emergency evaluation. Police said he began to flail his legs and spit at the officers.
The officers placed him in leg shackles and put a hood over his head to protect the officers from the spit, police said.
On the way to the hospital, the transporting officer noticed that Toney became very quiet and did not respond to his questions, police said. The transporting officer hit the emergency lights and sped to the medical center.
Toney, who was not breathing, was revived by hospital staff and turned over to the hospital personnel, police said.
The police department was notified Wednesday that Toney had died. His body was taken to the medical examiner’s office for an autopsy, and police are investigating.
