D.C. man sentenced for drugging, prostituting teens

A 24-year-old D.C. man was sentenced to more than four years in prison for prostituting three underage girls around the capital area.

Paul R. Green recruited young girls and drugged them to have sex for money with drug users, according to U.S. Attorney for Maryland Rod Rosenstein. The girls were used to help with his illegal drug sales, prosecutors said.

“Anyone who pays for or profits from sex with a child should be on notice that Maryland’s human trafficking task force is committed to a policy of zero tolerance for child prostitution,” Rosenstein said in a statement.

Green was sentenced Friday to 52 months in federal prison for conspiracy to commit sex trafficking. Green will be required to register as a sex offender.

Prosecutors said Green asserted authority over the girls by forcing them to kiss the pinky ring of co-conspirator and refer to him as “Daddy.” The sex trafficking conspirators provided shelter, condoms and food. One of the members, 28-year-old Lloyd Mack Royal III, was also charged with threatening the teens and their families, including one of the girls by using a gun. The girls met customers in Gaithersburg hotels or were taken to Washington, D.C., according to charging documents. Green told the girls how to price different sex acts and instructed them to lie about their ages to customers. According to Green’s guilty plea, the sex traffickers provided “dippers” or “wets” — cigarettes dipped in PCP — in the hotel rooms where the girls were brought to have sex. Green also sold cocaine to the men who paid for the sex. Prosecutors said that one of the co-conspirators, 26-year-old Angela Samantha Bentolila, provided her residence and a vehicle for the girls to use to perform the sex acts. The case was investigated by the Maryland Human Trafficking Task Force, formed in 2007. The task force recently got convictions in two other cases. Juan Carlos Escobar Sanchez, 23, a citizen of El Salvador residing in Reisterstown, pleaded guilty to forcing an illegal alien into prostitution. Deborah Gail Frock, 39, of Westminster, was charged with sexually exploiting a minor to produce child pornography.
