A nationally known tae kwon do coach from Fairfax County has been indicted on charges of having sexual contact with two female teenage students.
Fairfax County police said officers began investigating 38-year-old Quyen V. Phan Le in June, when a former student reported that Phan Le had inappropriate sexual contact with her multiple times between May 2003 and January 2005. Investigators later learned of a second girl with whom he allegedly had inappropriate relations in 2008.
Both girls were students at Phan Le’s martial arts academy, Phan University of Martial Arts in Burke, said Officer Shelley Broderick, a Fairfax police spokeswoman. The academy’s website says its students have made the U.S. national team and USA Taekwondo named Phan Le its coach of the year in 2010.
Broderick said Phan Le had “inappropriate sexual contact” with the girls but would not provide further details. The first victim was 16 and 17 years old at the time of the incidents; the second was 17 years old.
The alleged sexual contact happened at the Phan University of Martial Arts, located at 9566 Old Keene Mill Road, and at Phan Le’s Springfield home, according to police.
Detectives executed several search warrants to gather evidence in the case in October, police said.
Phan Le was indicted this week on four counts of indecent liberties with a minor by someone in a custodial or supervisory relationship and three counts of possession of child pornography.
Broderick said the pornography was discovered when those warrants were executed. She would not say whether the explicit images involved the two victims or anyone else Phan Le knew.
No one at the martial arts academy answered the phone or returned messages Wednesday.
No attorney was listed for Phan Le in court records, according to the Fairfax County Circuit Court clerk’s office. A phone number for him could not be located.
