“We want to get this dangerous individual off the streets and prevent anyone else from harm,” said Supervisory Inspector Matt Burke of the Capital Area Regional Fugitive Task Force.
Undocumented aliens are always more difficult to locate because of language barriers and lack of a paper trail. People who might have information about the fugitive are often afraid of talking to authorities because they also are in the U.S. illegally, Burke said.
“Our goal here is to simply bring in Moncada and keep him from hurting anyone else,” Burke said.
On Feb. 18, police said, the 35-year-old Moncada got into an argument with a man on Greenway Drive that escalated into fight. Moncada grabbed a large knife and repeatedly stabbed the other man, police said. A second man tried to intervene, and Moncada stabbed him too.
Both victims survived the attack, and Moncada escaped before police arrived.
Moncada, who is also known as Efrain Montero, is described as being 5-foot-3 and 145 pounds. He is known to spend time in Bladensburg and Riverdale.
Anyone with information on Moncada’s whereabouts should contact the task force at (301) 489-1717.
