On this day, July 22, 1991, cannibal and serial killer Jeffrey Dahmer is caught after police spot a young man running down the street in handcuffs.

It was the second time officers had been led back to Dahmer’s apartment. In May, after responding to a call about a 14-year-old boy wandering the streets naked, police had allowed Dahmer to bring the boy home after Dahmer claimed him as a boyfriend.
