The D.C. Court of Appeals on Thursday affirmed the District police chief’s ability to demote high-ranking officers at her discretion. In 2007, newly appointed Chief Cathy Lanier transferred Robin Hoey from commander of the 6th Police District to oversee the cell block unit and demoted him to captain. She did not suggest that Hoey’s work was inadequate, according to the court decision. In 2008, Lanier bumped Cmdr. Hilton Burton from commander of the 4th District down to the rank of inspector. Burton filed a complaint with the U.S. Equal Employment Opportunity Commission, and Lanier reversed her decision. She demoted him again to captain this summer after he contradicted her claim in the Charlie Sheen fiasco that the department policy prohibited police escorts for celebrities.
