RICHMOND, Va. (AP) — A federal appeals court has upheld a West Virginia doctor’s health care fraud and tax evasion convictions.

A three-judge panel of the Richmond-based 4th U.S. Circuit Court of Appeals said Wednesday that Barton Joseph Adams waived his right to appeal as part of his plea agreement. The court found no merit in two claims that were exempt from the waiver.
