Craig John Oliver
Oliver, 56, scammed more than $2.5 million from dozens of homeowners for unfinished and shoddy remodeling projects in suburban Maryland and in Northern Virginia. Oliver had already spent 10 years in prison for securities rip-offs when he was convicted again for fraud in 2005, but before his sentencing, the Fairfax remodeler skipped town with his wife, Jennifer. He was sentenced in absentia to 20 years.
In July, when “America’s Most Wanted” aired a segment on Oliver, his new client base in Phoenix tipped off police that he was running a remodeling business under the name Danny Sullivan. But before authorities could nab him, Oliver skipped town again.
Frederick Mercer
Frederick “Freaky” Mercer, 35, is a member of the Fourth Street Mob, a violent gang that controlled the drug trade in and around the 4200 block of Fourth Street in Southeast D.C. from 1998 to 2007. The organization distributed large quantities of powder cocaine, crack cocaine, heroin and Ecstasy and maintained a cache of weapons to keep its grip on the neighborhood and spread destructive drugs on the streets of D.C.
All 14 of his co-conspirators pleaded guilty, including the head of the Fourth Street Mob, who was sent to prison in March for 25 years. But Mercer remains on the run. He has ties to Clinton, N.C., but could also be in the Raleigh/Durham area. He has tattoos on his stomach, right shoulder and arm.
Benjamin Ayele
Ayele is wanted for his alleged involvement in a conspiracy to smuggle drugs into the Washington metropolitan area from southern Virginia. Federal lawmen say Ayele was a member of an Ethiopian cocaine-trafficking organization that was responsible for unlawfully distributing cocaine and cocaine base. On Nov. 6, 2000, a federal warrant was issued for his arrest by the U.S. District Court for the District of Columbia after Ayele was indicted on charges of conspiracy to possess with intent to distribute cocaine and cocaine base.
He may have worked as a restaurant manager and has ties to Ethiopia. He is either 39 or 41 years old — he has claimed two different birth dates. Ayele was born in New York.
Tobechi Enyinna Onwuhara
Onwuhara, 29, masterminded a $60 million bank fraud scam that was uncovered when the conspirators swindled former U.S. Sen. Strom Thurmond’s former chief of staff in Alexandria, according to federal law enforcement officials. Beginning in 2005, the conspirators, based out of Northern Virginia, stole personal information on the Internet to target home equity accounts. The cash was laundered through bank accounts in Korea, China and Singapore as well as through Onwuhara’s car-dealing brother-in-law in Nigeria.
Several people charged in the scheme have pleaded guilty, but Onwuhara remains on the run. He has ties to Dallas and Miami and is known for frequenting casinos. He’s also reportedly the chief executive officer of record label S.W.A.T. Up Entertainment and has owned a recording studio.
Eric Toth
Toth, 27, a former teacher at the Washington National Cathedral, one of the country’s most prominent private schools, disappeared last summer after authorities found inappropriate photos of young boys on a camera. Toth, who was living in Montgomery County before police began investigating him, fled the area and dumped his car in a parking lot at a Minneapolis airport. He left behind a note claiming he was going to kill himself and that his body would be found in a nearby lake. Police believe the note was left to throw off the investigation.
Authorities say he may advertise online as a tutor. He attended Cornell University for one year before transferring to Purdue University, where he graduated with an education degree. He has green eyes and is about 6 feet 3 inches tall.
Jose Orlando Torres
Torres is wanted by Montgomery County Police in connection with a strong-arm rape and assault in February of 2004. Torres, aka “Chino,” is an illegal immigrant from El Salvador who has already been deported at least once, in New Orleans in 1994 after a conviction for weapons offenses. He has a history of arrests for weapons offenses, assaults, thefts and destruction of property. He has lived in Langley Park and Silver Spring.
Torres has no known ties. He’s 5 feet 7 inches tall and weighs about 175 pounds.
John Donald Cody
Cody, 61, a former U.S. Army captain with a Harvard law degree who was living in Northern Virginia before he became a fugitive, is wanted on charges of fraud. The FBI also wants to question him in an ongoing espionage investigation that the bureau has declined to discuss. He’s accused of bilking his clients out of $100,000 before vanishing in his Corvette in 1985, when he was 36. He is missing the tip of a finger and reportedly doesn’t have tear glands, so he uses eye drops constantly. He is known to wear a pompadour-style toupee and tan his skin to an orange hue.
Cody’s military intelligence training has made him difficult to catch, authorities said. He speaks Italian and Tagalog, the prominent language of the Philippines.
William Brice
Brice, 24, of the District, is wanted on charges of assault with attempt to murder. He was a D.C. Jail inmate who escaped from custody in April 2008 after he was released to attend his father’s funeral. Brice was in jail awaiting trial for allegedly opening fire in a crowd at Fifth and Dix streets NE, hitting one man. As the crowd dispersed, Brice walked up to the wounded man on the ground and shot him again, according to charging documents. He was also in jail for violating his parole on a previous weapons conviction.
Brice also goes by the name Anderson Peoples and is known to frequent areas in Northeast and Northwest D.C. He’s about 5 feet 7 inches tall and weighs 165 pounds.
Un Sun Lee Brown
Brown, 58, is accused of conspiracy to commit human trafficking for running a brothel in downtown D.C. The brothel, known as 14k Spa, has been shut down, but Brown remains on the run.
Investigators say the operation Brown is accused of managing enslaved immigrant women. Those women, often from Korea, are smuggled into the United States, typically making their first stop in New York City or San Francisco, authorities said. From there, they’re shipped back and forth to brothels in other cities, filling orders filed by brothel owners and managers.
While Brown was allegedly running 14k Spa, she was living in Silver Spring, officials said.
