Authorities say Jeffrey P. Cannon took a few wrong turns as he drove to his Eastern Shore home from a party at his sister’s Washington-area house and he allegedly drove onto Fort Myer in Arlington with five hits of acid, hallucinogenic mushrooms and a bong.
