READ IN FULL: House Oversight Committee releases Biden cognitive decline and autopen report

House Republicans on the Oversight Committee released a long-awaited report on former President Joe Biden‘s cognitive decline and his staff’s use of the autopen, finding that his top aides exercised presidential powers on his behalf during his time in office.

House Oversight Committee Chairman James Comer (R-KY) unveiled a 90-page report Tuesday accusing senior aides of wielding the “powers of the presidency” in Biden’s name — including by issuing executive orders, clemency warrants, and other directives through the presidential autopen — without establishing proof that Biden personally approved them. The committee separately asked Attorney General Pam Bondi to determine whether official acts taken between 2021 and Jan. 19 of this year “were duly authorized by the President of the United States.”

Comer has also pressed for a deeper investigation into Kevin O’Connor, Biden’s longtime physician, alleging that O’Connor’s medical oversight of Biden, paired with professional ties to first lady Jill Biden, created conflicts of interest during a period of evident cognitive deterioration. The committee has suggested O’Connor could face review of his medical license depending on the findings.

Committee Republicans say the investigative report reflects the most serious evidence to date that Biden was not fully executing his duties, and that staff effectively assumed the powers vested in the presidency without constitutional authority. Democrats have dismissed the allegations as politically motivated and unsubstantiated, and Biden has maintained that every decision he made while president was his own.
