Wobbly confidence in Gabbard confirmation forces Senate leaders to get creative

Senate Republicans may use the Senate Intelligence Committee’s power to force director of national intelligence nominee Tulsi Gabbard to a floor vote if she can’t pass through the committee.

There are several Republicans on the committee who have uncertain views on Gabbard, and only one would need to vote “no” to stall her nomination.
