Administration officials promptly dismissed the reports, but with the agency’s profile diminished since the departure of its de facto leader, tech billionaire Elon Musk, last May, conservatives are relitigating its perceived failures and proposing how Republicans might have been more effective in shrinking the size of the federal government.
