WHAT: In 2008, the Senate added a $16.7 million earmark to the 2008 State and Foreign Operations Appropriations bill for the International Boundary and Water Commission, which plans to use the money to build a sewerage treatment plant in Tijuana.

WHY IT’S AN OUTRAGE: IBWC is supposed to be enforcing water treaties between the U.S. and Mexico, not using taxpayer funds to reward the same country that brazenly violates federal immigration laws.
