Michael Horowitz, inspector general for the Department of Justice, released a damning report about the FBI’s counterintelligence investigation into Donald Trump’s 2016 presidential campaign. Specifically, Horowitz found that the FBI abused the process of obtaining warrants to initiate surveillance on the campaign through the secretive Foreign Intelligence Surveillance Court under the Foreign Intelligence Surveillance Act, better known as FISA.
