WHAT: On national TV on Tuesday, Warner once again claimed that he was forced to deal with a severe budget deficit as governor of Virginia.
WHY IT’S DIM: John Bennett, Warner’s own finance secretary, had informed him in February, March, April and May of 2004 that general fund revenues were actually increasing 9.7 percent per month, on average. But Warner used the fake deficit to push the largest tax increase in Virginia history through a Republican-controlled legislature.
