Rep. Beto O’Rourke, D-Texas, keeps declining to run and then undeclining, but Democratic New York Gov. Andrew Cuomo seems pretty clear: He’s not in it. So our Power Rankings today reflect a post-Thanksgiving reality where a few female Democratic senators and a couple of old, white, male retreads top the ranking.
At the same time, there’s interesting upward movement for L.A. Mayor Eric Garcetti, and downward movement for Hillary Clinton.
