Baltimore?s housing market experienced its largest increase in home prices ? 19.5 percent, after inflation, between 2003 and 2004 ? since the city started collecting sales data about 25 years ago.

But homeowners in Waltherson and several other solidly middle-class neighborhoods may wonder why their neighborhoods weren?t swept up in the housing boom.
