Editorial: Rubbish outstrips means to catch it

When it rains, the tourists who come here mostly stay inside. For the ones who don?t, they hurry along the waterfront, heads tucked into collars or under shared umbrellas. Good thing, in a way. Our Inner Harbor isn?t blue or green this week and it doesn?t sparkle. It?s, well, uh, brown and junk litters its surface. The soupy mess gathers along our sea walls and at the water taxi landing, and between the ships and smaller water craft that call our port home. Our tax dollars pay for screening systems to gather the detritus, but the volume of rain this week outpaced the assignment.
