National Security Agency programs that mass collect innocent Americans’ phone records and metadata should be curbed, according to a report commissioned by President Obama that was released Wednesday.

Five experts, including former deputy CIA director Michael Morell, urged Obama to make significant reforms to the NSA’s spy programs that were revealed by Edward Snowden.
