California is cannibalizing its capital

A key sign that your civilization has descended from a First World nation to a Third World nation is when your government not only can’t build new infrastructure but can’t stop citizens from cannibalizing the existing infrastructure.

So it is with Los Angeles, California, and its Sixth Street Bridge.
