FEMA Deputy Administrator Adm. Harvey E. Johnson Jr.

Federal Emergency Management Agency officials were directed by Congress in the wake of the Hurricane Katrina disaster to produce a comprehensive disaster recovery plan by July 1, 2007. Instead, more than a year later, the agency submitted a “strategy.” Said Johnson: “I apologize for FEMA that we did not meet this date, but the time has been well-spent as we continue to learn, understand and appreciate the elements of disaster housing. We could not have produced this document one year ago.”
