WHAT: He and the rest of the 10-person leadership team of the House of Delegates promised they would not permit any new programs in state government that cost money without being first approved by their leadership team.

WHY IT’S A GOOD IDEA: A full moratorium on new programs would be even better. And so would open meetings of the leadership team. But the fact that Busch, the speaker pro tem, majority leader and others plan to review programs this year that usually would not receive any scrutiny unless they were over $100,000 or $250,000 makes sense in these budget times.

DIM BULB Graduating our standards Is basic math that difficult? High schools are having problems reporting the number of students who will not graduate under the new High School Assessment requirements. For the state school board to make valid decisions regarding the new standards, it needs accurate numbers — even if it means asking each teacher to report how many students in their homerooms will graduate. This isn’t rocket science. Count ’em up and move ’em out.
