The Supreme Court ruled Thursday that President Obama acted unlawfully when he decided in 2012 to appoint members to the National Labor Relations Board while the U.S. Senate was in recess.

The Senate, the Supreme Court said in its ruling, is in recess when it says it’s in recess. That’s not a call that the executive branch is allowed to make.
