The details: Sixty-two tornadoes hit North Carolina in the state’s deadliest spring storm in two decades, killing at least 21 in the state and 24 others in neighboring states.

3| S&P’s outlook ratings ripple through economy

The details: Standard & Poor’s lowered its U.S. economic outlook from “stable” to “negative” Monday, briefly sinking stocks. The downgrade came after President Obama’s deficit speech of the week before.

The details: Instead of ending his suppression of a significant portion of America’s energy supply in the Gulf of Mexico, President Obama took on the issue of high gas prices by setting up a new blue-ribbon task force to investigate “speculators.”

The details: D.C., Maryland and Virginia residents will soon be paying higher fees for basic services as local officials balance budgets without raising taxes. Sin taxes on cigarettes and alcohol are also going up.

The details: D.C. Public Schools failed to collect $648,000 in tuition from students who live in Maryland or Virginia. School officials concede the Student Residency Office is understaffed — and that the number of nonresidents attending D.C. schools could be much

higher.

8| Millions for illegal immigrants

The details: Fiscal analysts say a new state law allowing illegal immigrants in Maryland to pay in-state college tuition will cost the state $3.5 million over the next five years. The statute has raised legal questions about its constitutionality.

Negligent homicide

9| Metro employee arrested

The details: Ronald Taylor was indicted for negligent homicide in a 2008 accident in which the Metrobus he was driving struck a hotel taxi, killing a California man. Taylor was rehired in 2010 after arbitrators concluded there was insufficient evidence that he ran a red light.

Harbour flooded

The details: Heavy rains caused the Potomac River to overflow its banks, flooding restaurants and a parking garage at Washington Harbour in Georgetown. A flood walldesigned to protect the waterfront development was not raised in time.
