President Obama’s deregulatory push has received a lot of attention. His original piece in The Wall Street Journal stated:

[W]e are…making it our mission to root out regulations that conflict, that are not worth the cost, or that are just plain dumb.
So after hearing about the EPA rules to treat milk spills as if they are oil spills, I asked a White House spokeswoman whether this would be a candidate for reconsideration. Here is the answer I received:
The purpose of the “look-back” provision in the President’s Executive Order is to make sure that regulations are effective and up-to-date, reflecting the principles outlined by the President. Any regulations promulgated within the past two years have been crafted with these principles in mind. So it would stand to reason that they are up to date.
In other words, the Obama administration only wants to elminiate out-of-date regulations that are “just plain dumb,” not the “just plain dumb” regulations it is currently issuing.
