Many veterans groups who opposed it were quick to point out that the new spending was being partially paid for by veterans themselves, through a fee on VA mortgages that veterans would keep paying through 2027, instead of 2024.

Once upon a time, a federal agency had a problem.

But in an unpredictable plot twist, the agency told Congress it didn’t need any new money to solve that problem.
