What a shutdown means in D.C.

The District of Columbia government is circulating a PDF on what a government shutdown means for us here aside for a holiday for federal workers:

SERVICES THAT WILL CLOSE
• Department of Motor Vehicles: All locations will be closed.
• Department of Consumer and Regulatory Affairs: The permitting and licensing functions will not operate during a shutdown.
• Department of Public Works: Trash collection will not start until one week after shutdown. Street sweeping will be suspended.
• Department of Transportation: DDOT will be operating with a skeletal crew, so routine maintenance and repairs will cease. Emergency repairs will be made.
• DC Public Libraries: All libraries will be closed.

The big one is trash collection. In today’s Examiner, Freeman Klopott notes the rationale behind the garbage policy:

Federal regulations allow city agencies to provide services that protect public health, safety and private property in the case of a shutdown. A DPW spokeswoman on Thursday said the agency’s director has determined that garbage in covered containers doesn’t provide a danger to public health until one week has passed. So after one week, DPW can resume trash pickup. The same reasoning extends to open trash containers on city streets, the spokeswoman said. Those pose an immediate health risk and will be emptied throughout a federal shutdown, with no delay, she said.

Get ready to see some serious dumping into public trash receptacles.
