FAA authorization includes… laser beam reform?

As the Senate takes up the Federal Aviation Administration (FAA) authorization bill, a curious amendment is being offered by Sen. Sheldon Whitehouse, D-R.I.:

Sen. Sheldon Whitehouse (D-R.I.), S.A. 8, would make it a crime to aim a laser pointer at an aircraft. Whitehouse’s amendment would allow fines, prison terms of up to five years or both to those who direct laser pointers at airplanes.

Is this what President Obama and Democrats meant when they suggested a laser-like focus?
