WASHINGTON (AP) — Gov. Martin O’Malley is expected to attend a bill signing at the White House.

President Barack Obama is scheduled to sign HR 4348, which will fund repairs for crumbling roads and bridges, and will prevent interest rates on student loans from doubling for more than 7 million students.
