President Donald Trump said the United States would not adhere to an international carbon tax on the shipping industry that is poised to be approved by a specialized agency of the United Nations by the end of the week.
In a post shared to Truth Social Thursday afternoon, Trump criticized the proposed carbon tax, calling on other member states of the International Maritime Organization to vote against the measure, known as the net-zero framework.
“I am outraged that the International Maritime Organization is voting in London this week to pass a global Carbon Tax,” Trump wrote.
“The United States will NOT stand for this Global Green New Scam Tax on Shipping, and will not adhere to it in any way, shape, or form,” he continued.
He echoed criticisms of the proposal voiced by members of his Cabinet, claiming it would increase the costs of goods for American consumers.
“We will not tolerate increased prices on American Consumers OR, the creation of a Green New Scam Bureaucracy to spend YOUR money on their Green dreams,” Trump said, ending with a call to vote against the net-zero framework.
The London-based IMO is expected to vote on the measure on Friday.
To adopt the framework as international maritime law, it must receive a two-thirds majority vote in favor.
Member states have been meeting in London in the days leading up to the vote to debate potential amendments or adjustments to the proposed text.

While the Trump administration has levied threats against nations that vote in favor of the measure — including imposing tariffs, visa restrictions, and port controls — the measure looked poised to pass.
If it is adopted and the U.S. does not sign on to the framework, experts have warned that it would be difficult for the U.S. to evade the tax. The framework permits those who have signed on to inspect and detain noncompliant foreign vessels.
