The National Institutes of Health defended a grant awarded to a study experimenting on 2-month-old kittens after the agency promised to “phase out” dog and cat testing.

The study involves surgeons separating the ribs of cats and cutting near their hearts to place a band around their aorta. After the study is completed, the cats are euthanized.
