The best way to stop the surge in unaccompanied minors across the U.S.-Mexico border is to help the Central American countries the children are coming from, an advocate told Congress on Wednesday.

“The goal should be to strengthen the capacity of governments in these countries so they can protect their citizens,” said Michael Shifter, president of the Inter-American Dialogue.
