THE ARMY’S TURN: Service chief testimony week continues today when Acting Army Secretary Robert Speer and Army Chief of Staff Gen. Mark Milley weigh in on the president’s fiscal 2018 budget request before the Senate Appropriations Subcommittee on Defense, 10:30 a.m. The testimony comes one day after Air Force leaders headed to the Hill, and faced uncomfortable questions about funding and transparency.
