By The Numbers: How congressional Web sites fail

Last week the folks at the Congressional Management Foundation gave out their Gold Mouse Awards, presenting honors to members of Congress, congressional committees and leadership offices that have the best Web sites on Capitol Hill. And though there were high achievers, there were some that fell short.
