Transportation talks continue as bill-filing deadline approaches

The secret transportation-funding discussions among Republican leaders generated numerous rumors and questions, plus a little frustration, on Wednesday, but consensus on a financing plan remained elusive.

“Every two or three hours I hear they are close,” Gov. Tim Kaine told reporters Wednesday. “I feel like I am in the old movie where the father is pacing around the delivery room waiting for the baby to be born, but I am encouraged by the heightened sense of urgency I see.”

Friday is the last day lawmakers can introduce legislation without the unanimous consent of their colleagues in their respective chamber, and any transportation bill is likely to have at least a handful of opponents.

“We’re still working, stay tuned,” is all House Speaker William Howell, R-Stafford, would say about the negotiations.

Howell and other House leaders have been tight-lipped about what funding mechanisms are being discussed and whether the agreement will include a special revenue plan for Northern Virginia.

“We’ll let you know when we finish,” the speaker said.

Friday’s deadline is not the ultimate last date for reaching an agreement, however because Gov.Kaine can introduce legislation at any time and legislators could always amend one of the transportation-funding bills already introduced, such as those raising money for Northern Virginia, to include elements of a compromise.

“Bills always change,” said Del. Vincent Callahan, R-McLean, who chairs the House Appropriations Committee but is not involved in the talks. “Even if everyone agreed on every comma and period, there would still be changes made in committee. I think something will be in by Friday, and then they will amend it if they need to.”
