The FBI on Thursday arrested a 25-year-old man from Rochester, N.Y., and charged him with plotting to launch an Islamic State-inspired attack on New Year’s Eve.
Emanuel L. Lutchman was thought to be trying to provide “material support” to the Islamic State.
“The FBI thwarted Emanuel Lutchman’s intent to kill civilians on New Year’s Eve,” said Special Agent in Charge Cohen. “The FBI remains concerned about people overseas who use the Internet to inspire people in the United States to commit acts of violence where they live.”
Court records say Lutchman claimed to be getting direction from the Islamic State, and planned to attack people at a restaurant in the Rochester area on the night of Dec. 31. He also wanted to join the terrorist group overseas after the attack.
“What began as an ISIL directive to harm the community ended with the arrest of this defendant and a message for any other individuals considering similar behavior — you will be caught, you will be prosecuted, and you will be punished,” said U.S. Attorney William Hochul Jr. “While law enforcement is well equipped for such investigations, the public is reminded to remain vigilant and report any suspicious activity.”
“I assure members of the public that the excellent work of our law enforcement partners with the cooperation of the public is the best way to ensure the safety of our community,” Hochul added.
