Attorney General Eric Holder’s dismal 26 percent approval rating as he steps down from his duties still makes him only the third least popular Obama administration official to resign.

The Hill reports that a recent YouGov poll found 26 percent of Americans view Holder favorably.

Former Department of Veterans Affairs Secretary Eric Shinseki claims the lowest ratings, with just 18 percent favoring him at the time of his resignation. Shinseki stepped down following reports of a corruption-plagued department that covered up veteran wait times. Former Health and Human Services Secretary Kathleen Sebelius trails close behind, with a 19 percent favorable rating after the lackluster roll-out of Healthcare.gov.

Holder announced his resignation last week, after six years in the Justice Department. Shinseki and Sebelius stepped down earlier in the year.

37 percent of Americans viewed him unfavorably and the same percentage said they did not know how they viewed him.
