Congressman Artur Davis said Vice President Biden’s charge that Republicans would put people “in chains” was “insulting to African Americans” and the president should be “embarrassed.”
Biden’s remarks, directed at GOP banking regulations, were made during a campaign speech in Danville, Va. They immediately set off a political firestorm because of their perceived racial undertones.

“I know what Joe Biden was doing yesterday — and every black person in that room knew who the ‘ya’ll’ was, knew what the chains were about, knew what the metaphor was,” said Davis, a former Alabama Democrat who supported Obama in 2008 and is now a Republican backing Romney.
“It was wrong, and the president ought to be embarrassed by it, and the president ought to say it was wrong,” Davis told CNN Wednesday.
The Romney campaign slammed Biden’s remarks, calling them a “new low.” In a speech in Ohio Tuesday evening, Romney said the Obama campaign was one of “division and anger and hate.”
Biden later softened his rhetoric switching the words “chains” to “shackle” and criticized the Romney team for calling his comments “outrageous.”
