Stewart updates the legislative process: how a bill becomes an ad

Jon Stewart observed Tuesday night that, although Congress doesn’t pass many laws these days, all those bills don’t go to waste—instead they are reborn into campaign ads slamming opponents for not voting on something.

“Here’s how the legislative process works now,” Stewart explained, playing tapes of Sen. Chuck Schumer (D-N.Y.) touting bills Democrats have introduced but know full well will never pass.

“Perhaps it’s time to update the classic ‘How a bill becomes a law,’” Stewart mused.

Stewart then played his own version of the iconic cartoon—ending with a depressed bill taking a gun to his head.
