The Redskins signed quarterback Richard Bartel off Jacksonville’s practice squad and cut Andre Woodson from their own practice squad. They also signed fullback Jonathan Evans to the practice squad.
Bartel signed with Dallas as an undrafted free agent in 2007, spending parts of the past two seasons on the Cowboys’ practice squad. He was later cut and signed to Cleveland’s practice squad late last season. He was activated for the final game, but did not play.
This summer, the 6-foogt-3 Bartel completed 15 of 18 passes for 177 yards in three preseason games for the Browns. But he was still cut and then signed to Jacksonville’s practice squad. He played collegiately for two seasons at Southern Methodist before transferring to Tarleton State in Texas.
Meanwhile, Evans was cut by Washington before training camp started.
