This undated image released by the Israel Defense Forces on Thursday, Sept. 4, 2014 shows a graphic overlay of a satellite image that purports to show Hamas military compounds next to civilian houses and a hospital of Jebaliya, northern Gaza Strip. With a 50-day war in Gaza behind it, the Israeli military is gearing up for what could become its next big battle: the possibility that a U.N. investigation could result in war-crimes allegations. The army has beefed up its legal staff, is conducting internal investigations of its wartime actions and has prepared a detailed PR campaign of satellite photos and video clips_ all with the goal of explaining why its campaign was justified and necessary. FILE - In this Aug. 2, 2014 file photo, Palestinians look for their belongings after houses were destroyed in Israeli strikes in Rafah, southern Gaza Strip. Amid fear that Hamas had captured an Israeli soldier, the Israeli military sealed off the Rafah area and began shelling on Aug. 1, 2014. By the end of the next day, 190 Palestinians were dead, according to a list of names compiled by two Gaza human rights groups. The suspected capture of the soldier turned out to be a false alarm and the Rafah operation is almost certain to be a focus of U.N. investigators and rights groups looking into possible war crimes because it highlights a key concern: The treatment of civilians.
