President Obama shakes hands with Jordan's King Abdullah II during their meeting at the NATO summit in Newport, Wales. As the United States looks to stitch together a coalition to tackle the extremist Islamic State group, the Obama administration will have to overcome the reluctance of Mideast allies who are deeply frustrated with a White House that they believe has been naive, fickle and weak on Syria's civil war. Unsatisfied with a fragile cease-fire in Ukraine, the United States and the European Union levied new sanctions Friday against major Russian banks and defense companies, as well as penalties aimed at curtailing Russia's ability to develop oil and gas projects. But the restrictions on Russia's energy sector were carefully crafted to avoid impacting the country's current production of oil and gas, a move that would raise global energy prices at time of weak economic growth. FILE - In this Tuesday, March 4, 2014 file photo, a monument to Ukrainian poet and writer Taras Shevchenko is silhouetted against an apartment building with a sign advertising Russia's natural gas giant Gazprom, in Moscow, Russia. Poland has resumed deliveries of gas to Ukraine that it had halted after its own supplies from Russia dropped this week, the state pipeline operator said Friday, Sept. 12, 2014. The statement by Gaz-System S.A. suggests gas flows from Russian supplier Gazprom are once again meeting Poland's daily demand. State gas company, PGNiG, said that on Thursday it still registered some deficit compared to the ordered amount, but that the shortfall was lower than on Wednesday, when supplies were 45 percent short of demand. The spat between Poland and Russia came amid concerns that Moscow is ready to use its energy exports as a political weapon over the crisis in Ukraine.
