FILE -- In this June 18, 2013 file photo, visitors to the Capitol had the opportunity to inspect the Tesla Motors Model S electric sedan on display in Sacramento, Calif. A report issued from the Legislative Analyst's Office, Tuesday, Oct., 31, 2017, concludes that California lawmakers should end a $780 million business tax credit program because it creates an uneven playing filed and its overall economic benefits are hard to determine. Tesla received a $15 million tax credit in 2015.

A car gives off exhaust in Montpelier, Vt., Monday, March 2, 2007. Vermont is a big winner in two major environmental decisions handed down today by the U.S. Supreme Court. Carbon dioxide is a greenhouse gas linked to global climate change, but the Environmental Protection Agency had been resisting calls to regulate the amount of it coming from vehicle tailpipes. Vermont had joined Massachusetts and other parties in suing to get the EPA to regulate carbon dioxide as a pollutant. Vermont Attorney General William Sorrell says the decision is a major boost for the state, which the car industry is suing for trying to regulate carbon emissions from vehicles.

FILE - This Nov. 5, 2006 file photo shows 2006 Ram 3500 SLT Mega Cab four-wheel-drive pickup trucks on the back lot of a Dodge dealership in the southeast Denver suburb of Centennial, Colo. U.S. safety regulators are investigating older-model Ram pickup trucks with manual transmissions because the engines can be started without the clutch being depressed. The probe covers about 110,000 Ram 2500 and 3500 pickups made by Chrysler from the 2004 through 2006 model years. (AP Photo/David Zalubowski, File)
