    The Environmental Council of the States, representing state air, land and water regulators, said the cuts to states were more massive than expected. While EPA’s overall budget is cut 31 percent, the cuts made to the state grant programs would be a 44.5 percent cut from the agency's fiscal 2017 budget, according to the group.
